Rationale¶
Community governance requires inspectable payloads for informed voting.
Encrypted submissions to community DAOs create a governance paradox:
- voters cannot evaluate encrypted content quality,
- but governance legitimacy depends on evaluable proposals.
To avoid blind governance decisions, premium encrypted content is scoped to personal creator flows.

- Community DAOs should use public prompts, bounties, and tips for collective value creation.
- Personal creator flows can use encrypted content + license receipts.
